IBEW Local Union 99Referral Policy - Effective 8/10/09
RESIGNS
SIGN AND RE-SIGN HOURS---------------8AM-12 NOON
YOU MUST HAVE A VALID DUES RECEIPT TO QUALIFY FOR EMPLOYMENT (A valid dues receipt is one that is paid through the date of your referral).
Re-sign is the anniversary date of your original sign in date. You must re-sign every month. You must re-sign in person, except when traveling. You may re-sign by fax from the local you are seeking work in. If your re-sign date is on a Saturday, Sunday, or Holiday, you must sign on the last open business day before that date.
Missing your resign date may cause you to lose your Health Care benefits.
ROLL CALL
Dispatch time is 7:30 am until all calls are filled. IBEW Local 99 currently has a day book and a daily sign in sheet. Available jobs will be on the daily recorder after 5:00 pm every day.

JOB REFUSALS (DINGS)
Registrants will be allowed two job refusals, (turndowns/dings), without penalty and will be “rolled” to the last position of their respected group for a third refusal, (turndown/ding). You will lose your medical coverage for three, (3), job refusals and/or failing to re-sign on your re-sign date. You will be placed at the last position of your respected group. (See H&W S.P.D. Section I, E. Termination of Coverage).
Being unavailable for a job/referral when one would have been offered to the registrant shall be considered a job refusal. Rejection of an applicant by an employer is not a turndown.
Traveling status will be granted to those members of local 99 who are employed outside of local 99’s jurisdiction and are participating in our reciprocity program.
Members looking for work outside the Second District must notify Local 99 before leaving the jurisdiction to prevent a confrontation in the event they should receive a “ding” for not attending roll call. You must re-sign by fax from the local in the area were you are seeking employment.
Those members of Local 99 traveling “outside” the Second District[1] will continue to advance their position on the list and will receive no “dings”. Upon returning to our jurisdiction, they must report to the Union office with a termination slip. At that time they must re-sign in person on their original re-sign date.
Those members of Local 99 on the out-of-work list traveling “inside” the Second District will continue to advance on the list, but will receive a “ding” for refusing any full time calls offered by Local 99.
As of January 1st, 2009, requests for fire alarm, motor or temperature control work will no longer be considered a specialty. Dings will be given to members refusing these types of calls. If you need training or re-training, courses will be offered to you. Contact your Business Manager or Agent.
FULL-TIME CALLS
Members on the “out of work” list who receive employment from a signatory contractor in the jurisdiction of IBEW Local Union 99 that is not specific in duration; that employment shall be considered a full-time call. Those applicants/registrants/employees who leave their employment, (of employees own reason), within a six week period, shall receive a “ding”. (Emergency situations shall be decided by the Business Manager and/or his Agent upon documentation).
SHORT CALLS
Short calls will be from one, (1), to six, (6), week(s) in duration. Any member who receives a short call will remain at his/her position on the “out of work” list. You will not be able to quit a short call to take a full time call. When “short calls” go unfilled, the referral process begins immediately and those that refuse, (whether in attendance or not), shall receive a “ding”.
MEDICAL AND VACATIONS
Members on Medical (TDI, Workers Compensation or medical emergency with documentation) will be “frozen” at their spot on the list until we receive a release from their physician. The documentation must be submitted to the Local 99 Health and Welfare office in a timely manner.
Vacation requests must not exceed thirty (30) days in one out-of-work period except in an emergency. You must fill out a vacation request form and sign it. (You will receive a ding if there is no form on file). Forms can be obtained at the Union office during normal business hours.
DISCHARGES
When you receive two discharges for cause within a twelve month period, you may be suspended from future referral privileges. You must then appear before the appeals committee for a determination as to your continued eligibility for referral
SOLICITATION
Those members on the “out of work” list in the position between one, (1), through fifty, (50), shall have the opportunity to solicit employment of their classification from a contractor who is signatory with IBEW Local Union 99 within the jurisdiction of IBEW Local Union 99. Solicits shall require the applicant/registrant, to work a minimum of six, (6), months with the signatory contractor within the jurisdiction of IBEW Local Union 99. The contractor must employ the applicant/registrant/employee with a minimum of forty, (40), hours or more per week for a minimum of six, (6), months. If any of the aforementioned is not met, the applicant/registrant/employee will be placed at the last position of their respected group.
Any member not complying with all referral rules will be subject to loss of Health Care benefits.
Members are also reminded, at this time, that the Business Manager and/or his Agent have the authority to make changes from these rules when necessary.
